French Quarter Infrastructure Improvement Project, Phase 2: Monday, November 4, 2019

The City of New Orleans, Department of Public Works and Sewerage & Water Board began a full reconstruction project on Bourbon Street from St. Louis to Dumaine streets (500-800 blocks) on September 17, 2018. Work is occurring sequentially from the 500 – 800 blocks, with ONLY one block fenced off at a time throughout construction.  All businesses along this corridor are open and accessible throughout construction. 

The project is now substantially complete.  The contractor has fully reconstructed the roadway between St. Louis and Dumaine streets (500-800 blocks) with upsized drainage, a better sewer system, new sidewalks and new, smoother pavement.  Additionally, the lighting and security have been upgraded between St. Louis and Dumaine streets.  Entergy Gas and Entergy Electric have also completed upgrades in those blocks.  The remainder of the project is anticipated to be complete by mid-November. 

The $9.5 million cost-shared project was designed by Mott McDonald, LLC and is being constructed by Hard Rock Construction, LLC.  Project partners include Entergy Electric, Entergy Gas, Cox Communications and AT&T.

Punch List Items

Hard Rock crews will continue working on the list of items identified during a preliminary inspection of the project Monday in the 500 – 800 blocks of Bourbon Street.  Street names tile placement is under way.  Punch list activity will last through mid-November. 

Bollard Installation

Installation of the moveable bollard system, which will enhance public safety in the 500-750 blocks of Bourbon Street, is now complete, with the exception of a few repairs.   For more information on the Matador Bollard System, click here.

500 Block (St. Louis to Toulouse)

All major construction has been completed.  Work on punch list items is under way.

600 Block (Toulouse to St. Peter)

700 Block (St. Peter to Orleans)

All major construction has been completed. Work on punch list items is under way.

750 Block (Orleans to St. Ann)

800 Block (St. Ann to Dumaine)
Crews are nearly complete with the new sidewalk between 824 and 830 Bourbon Street.  All major construction should be completed by the end of the week. 

900 Block

During the substantial completion walk through, the City did not approve the condition of the new concrete roadway section. On Tuesday, the contractor began milling and overlaying the approximately 40 feet of new roadway in the 900 block one lane at a time.  This activity is anticipated to be complete no later than on Monday.   

Roadway Closure – St. Ann Reconstruction Project

AT&T’s contractor, Grady Crawford, is currently relocating their facilities. Entergy Electric is also continuing to update their facilities. Residents and commuters should anticipate 24 hour roadway closures while they complete their work. The City / SWBNO are in the process of designing the sewer, water and drainage work for this block. The block has now been fenced off to ensure safety; once the City / SWBNO work begins its portion of the project; specific scheduling details will follow in a future update. 

Roadway Closure – Conti Reconstruction Project
The City is in the process of designing a full reconstruction project of Conti Street between Bourbon and Chartres streets.  All exploratory trenching has now been completed; the 600 and 700 blocks have reopened to vehicular traffic.  Once City / SWBNO work begins after Mardi Gas 2020, the blocks will be fenced off; specific scheduling details will follow in a future update.  Other utilities may begin their work in advance of the City’s project. 

AT&T Service Outage Reporting Process 
To ensure service restoration and proper credit, AT&T residential customers MUST report problems to 1-800-288-2020.  Business customers MUST report problems to 1-877-438-0041.  After reporting problems to AT&T, customers may also send e-mail to roadwork@nola.gov to help expedite the process.  

Garbage Corrals

Garbage must be placed in appropriate corrals at the end of each intersecting block between 4 a.m. to 8 a.m. and 4 p.m. to 8 p.m. Please refrain from leaving garbage cans on Bourbon St. as pedestrian access must be maintained. For more information, click here
