French Quarter Infrastructure Improvement Project Update: Friday, November 11, 2018

The City of New Orleans, Department of Public Works and Sewerage & Water Board began a full reconstruction project on Bourbon Street from St. Louis to Dumaine streets (500-800 blocks) on September 17, 2018. Work will occur sequentially from the 500 – 800 blocks, with ONLY one block fenced off at a time throughout construction.  All businesses along this corridor will remain open and accessible throughout construction. The $9.5 million cost-shared project, which is anticipated to run through June 2019, was designed by Mott McDonald, LLC and will be constructed by Hard Rock Construction, LLC.  Project partners include Entergy Electric, Entergy Gas, Cox Communications and AT&T.

 Upcoming Contractor Demobilization

No work will take place between November 22 and November 25 in advance of Bayou Classic / Thanksgiving.  Currently, the schedule shows that, weather permitting, fencing will be removed in the 500 block roadway and in the intersection of Bourbon and Toulouse streets by November 22.

Traffic Status

500 Block Roadway Remains Closed

Traffic continues to be re-routed from the 500 block of Bourbon St. between St. Louis and Toulouse streets.  The contractor has completed installation of the new water line and is continuing work on the new drainage line.  The contractor is continuing to prepare the first half of the roadway for a concrete pour next week (weather permitting).  Rain last week delayed this activity

Intersection Closure – Toulouse and Bourbon streets

The intersection of Toulouse and Bourbon streets remains closed so that crews can complete the installation of new utilities. This also means that the 600 block of Bourbon is closed to vehicular traffic, as well as the 800 block of Toulouse; flaggers are on site at Dauphine to direct local traffic in / out of the 800 block of Toulouse while crews are working. Expect this closure to last for approximately two more weeks.

 Entergy Electric & Gas – Week of November 12
Entergy Gas will begin working on individual services in the 700 / 750 blocks from St. Peter to St. Ann. Entergy Electric has completed work in the 700 / 750 blocks and will begin work in the 800 block sidewalks. There will be no intersections closed; however, there will be temporary street closures of Bourbon in the 700 block between 8:00 am and 5:00 pm Monday through Friday.  As usual Entergy will accommodate the public, businesses, and deliveries to the best of their ability.

 Upcoming Week Work Plan

  • Saturday, Nov. 10 – Sunday, Nov. 11 (Weather Permitting): Crews will continue preparing the first half of the roadway for a concrete pour, which will take place mid-week. Crews completed work on the waterline in the Toulouse intersection; they will continue working on the new drain line.
  • Monday, Nov. 12– Friday, November 16 (Weather Permitting): Crews will pour the first half of the 500 block roadway and prepare the second half for a concrete pour next weekend.  Crews will complete drain line in the Toulouse intersection and prepare for a concrete pour.

Mardi Gras Demobilization

The contractor will completely demobilize all labor and materials including fencing from the site and temporarily backfill any trenches by close of business on February 18, two weeks in advance of Mardi Gras, to minimize pedestrian and vehicular traffic disruption.  The contractor will resume operations on March 7, 2019.

Demobilization for other Events / Holidays

The Contractor must contain equipment and materials within the block that is fenced off. No work will take place during the following event days or holidays: Bayou Classic / Thanksgiving )11/22-11/25), Christmas / New Year’s Eve / Sugar Bowl (12/24-1/2/2019), French Quarter Fest (4/11-4/14), Jazz Fest (4/26-4/28 and 5/2-5/5).

 AT&T Service Outage Reporting Process
To ensure service restoration and proper credit, AT&T residential customers MUST report problems to 1-800-288-2020.  Business customers MUST report problems to 1-877-438-0041.  After reporting problems to AT&T, customers may also send e-mail to roadwork@nola.gov to help expedite the process.

Garbage Corrals

Garbage must be placed in appropriate corrals at the end of each intersecting block (St. Louis, Toulouse, etc.) between 4 a.m. to 8 a.m. and 4 p.m. to 8 p.m. Please refrain from leaving garbage cans on the Bourbon St. sidewalk as we are required to maintain pedestrian access.
